Looking at your need,
then, in this more targeted and practical manner, what we really have here is only a limited communication problem.  We need to be able to talk to each other about what is needed to get a job done—anything more is pure luxury, not necessity.  The language profession calls this an ESP situation, that is, "English for a Special Purpose".

For most commercial language applications there exists a certain amount of available published materials that can be used in developing a training plan, but some coursework will always have to be prepared which targets the specific job language needed.  It is this custom coursework and teaching that is mandatory to "pull it all together," and will make-or-break this educational experience for both the students involved and the business which is paying the bill. 

Another irony that occurs
in commercial language applications
is that the business hiring the training and paying for the course always has to be educated separately about how to make the experience a success.  For all these and many other reasons, commercial language teaching has to be negotiated, and quoted in price according to the need.
 
If you have a business and would like to know some of the 
considerations involved in a language upgrade for certain employees, a sample planning experience follows.
  This explanation is in the form of a sample commercial project outline and syllabus which describes conditions to be considered for a medium sized training plan requiring about 48 hours of instruction at the rate of 6-8 hours per week.  This example illustrates meeting a very intense need for several business executives to be able to use better business English with higher level executives in their own company in the United States. 

The important points  
illustrated by this example are that:

(1)  the training costs would
remain about the same regardless of the goals desired—that costs are determined by the time involved, and that only certain goals can be reached within a given time;  

(2)  the company itself has to fully participate in a training project if their goals are to be met;  

(3)  the company must understand what their own goals really are, and then set goals that can be met realistically, plus exercise discipline to follow a negotiated rules plan, if good results are expected to follow. 

    
Introduction:

There is an abundance
 of published ESL 
(English as a Second Language) materials that can be used effectively at all levels in the commercial sector, whether we mean the activity of building roads, maintaining a hospital, becoming a more effective policeman, or of "you-name-it" kind of business. 

At first appearance,
the solution to language difficulties in the world of business seems to be clearly, even obviously, a language problem.  But, is this really true?  Is it necessary to speak another person's whole language just to get a particular job done?  Well, the obvious answer to this question, after some consideration is that, NO, is isn't necessary to speak the whole language at all. What is needed is just communication, between the people involved in a particular job or purpose, about the task at hand. 


Ironically,
the real problem surfaces now that we know what our purpose is.  It is that in commercial situations every single company or "situation" is very different from the next—sometimes similar but never the same, as it is in learning a language in general.  The problem is that the training needs to be specifically targeted to the need. A business wants to get certain things done for commercial purposes, but these things often have little relationship to personal communication needs.
A business situation may require explanations on how to fix the flat on the truck, how to hold a tool properly to avoid injury, how to be polite in stressful experiences, how to ask questions about a job intelligently, etc., but not necessarily how to shop for groceries, buy stamps at the post office, or take a trip to a new country—that is, developing communication skills about personal life-needs in general.
